Every Search Engine has it own methods to do effective searching. The Search Engine normally provides tips and techniques on its home page. For example, click on upper right hand link "search settings" on Google home page and u have lot of information on searching basics. U can also check for google tips on the below link, specific to google search engine:

If u are very serious into searching, then i suggest u buy some third party books available for specific search engine.

How does machine learning apply to search engines?

Different type of machine learning, for instance neural network, can find patterns in data and can help relevance of the result you get. For instance if Yahoo collects anonymous data on you (just an example) like that you never clicks on the result containing the word VIAGRA, then those result will score less higher and you"ll see more relevant result to your search. However to find those patterns (The no viagra-thing) some machine learning can be very useful.
